MINUTES
CRITICAL PLANNING SUB-COMMITTEE II
Fresh & Salt Water Access Committee
Wednesday, August 9, 2006, 10AM
Eastham Town Hall
Present: Gerry Mistretta, Loretta Neilsen, Joan Sullivan, Marc Stahl, Bob Smith, Russ French
The minutes of the last meeting on July 12th were approved.
The Committee reported on the various beaches. Wiley Park has invasive phragmites in the water, invasive poison ivy on the trails, some litter in the area and no doggie bag dispenser. Money was appropriated for latter. Money has also been appropriated for replacing the docks in the water but that has not been done as yet. There was discussion of the signage and how it might be improved. Possibly a pamphlet for dog owners explaining the rules might be a good idea. Marc will contact Sheila re the dog dispensers and the dock replacement.
Litter on Samoset Road going to First Encounter litter is still a problem as is speeding through the 4 way stop at Samoset and Herringbrook Roads. Police have ticketed irresponsible dog owners. There have been days when the parking lot was full with cars waiting.
Campground is a very busy beach with over flow spilling south onto the private beaches. Litter is a problem also at Campground parking area. It was suggested that a sign should be posted indicating no littering with a suitable fine.
Rock Harbor Eastham is a paved parking area of some 60 spots for boats and trailers, another section for boaters and a dirt area for the beachgoers and dog walkers.. A wharfinger hired by the town oversees the launching ramp daily for 4 hours, 2 hours before high tide and 2 hours after. There are 40 slips for recreational use and 12 for commercial with a waiting list of 12 to 15 years for the commercial. There was a complaint about heavy dog usage after 5 PM but an inspection of the beach revealed no problem. There was a suggestion that more slips might be made available to produce income for the town.
Bob Smith suggested that Heminway Landing be included in the surveys and he will do that. It was also suggested that toilet facilities and parking lots as well as beaches be monitored.
There was a discussion of other improvements including better signage at all beaches for litter and dog owners. Monitors are going to include the parking lots and the toilet facilities in their surveys. Regional erosion control and a town beach commission to coordinate all aspects were also discussed.
The meeting adjourned at 11:30 AM.
The next meeting will be Thursday, September 14th at 3 PM. Please note change of day and time.
Respectfully submitted,
Joan Sullivan
